Conditions for Foreign Nationals to Obtain a License of Secondhand Goods Business Dealer in Japan

1. Must Have an Appropriate Residence Status
Foreign nationals must have one of the following residence statuses to be eligible for a license of Secondhand Goods Business Dealer in Japan:
– Permanent Resident
– Spouse or Child of Permanent Resident
– Spouse or Child of Japanese National
– Long-Term Resident
– Business Manager
2. Must Not Fall Under Any Disqualification Criteria
The following individuals are disqualified from obtaining this license:
– Persons who have been declared bankrupt and not yet rehabilitated
– Persons who have been sentenced to imprisonment or fined for specific crimes
(e.g., theft, embezzlement, violation of the Secondhand Goods Business Act) and within 5 years of completing the sentence
– Members or associates of organized crime groups (e.g., Yakuza)
– Persons without a fixed residence
– Persons whose secondhand dealer license has been revoked within the past 5 years
– Persons with mental or physical conditions that hinder proper operation of business
– Minors (with exceptions for managers)

3. Required Documents
Foreign nationals applying for this license must submit required applications to Local Public Safty Commission through Local Police Office with:
– Certificate of Residence with nationality, residence status, and residence card number
– Copy of Residence Card
– Note: Certificate of Identification from city office is not required for foreign nationals
4. Japanese Language Ability of the Manager
Every registered store must appoint a full-time, on-site manager. This person should have a sufficient level of Japanese language proficiency.
As long as these conditions are met, foreign nationals can obtain a license of secondhand goods business dealer in Japan. Once get it, no need to renew it.
